2010/12/28 Notice of Special Revision on JAMP Declarable Substances List & Tools

Upon announcement made by ECHA (the European Chemicals Agency) to confirm the 4th SVHC (Candidate List), JAMP carried out extraordinary revision on JAMP Declarable Substances List (Version 2.040 after revision) as per prior notice in JAMP website.

For details on revised contents, please refer to the Explanations of JAMP Declarable Substances Ver.2.040 and the Reference List. This time, JAMP put priority to revise on information transfer of newly added SVHC (Candidate List) and concurrently other revision was done partially. Furthermore, JAMP is going to undertake partial improvement on the existing input supporting tools to provide updated ones. (Revision of tools corresponding to the updated List will be informed on JAMP website in early January. Improvement on various JAMP tools is planned to be implemented around the middle of January)

【Revised Contents】

  • 1. Changes in accordance with revision of following laws and regulations which are the specification standards for JAMP declarable substances:
    • ○ EU05 REACH SVHC  reflecting confirmed substances of the 4th
        SVHC (Candidate List) (issued on 15th Dec 2010)
    • 9 substances which were already listed under JAMP Search List have been added with a flag to EU05(SVHC) and one substance was newly added to the List. Other than the above, no change was made in the List for JAMP declarable substances referred to other specification standards.
  • 2. JAMP substance number was added to those declarable substances without CAS number and to newly added substance.
  • 3. Correcting errors in the Search List

  • Besides above changes 1 to 3, JAMP will carry out partial improvement on tools. Details of change shall be informed later.
    For the organization which is charged for using the Search List, JAMP will distribute the revised Search List (Ver.2.040) as soon as the Search List is verified.

2010/09/24 Notice of Publishing REACH 4th SVHC Candidate Substances into the JAMP Chemical Substances List

On 30th August 2010, the European Chemicals Agency (ECHA) published proposals to identify 11 chemical substances of the 4th SVHC (Candidate List). Currently, public consultation for the proposal is open by 14th Oct.

11 candidate substances are described as 13 substances with CAS numbers. Except 2 substances, these 13 substances have already been included in JAMP Declarable Substances List Ver.2.030 as well as MSDSplus new Ver.3.1 and JAMP AIS new Ver.3.1 which are the updated versions to reflect the above Ver.2.030. Please check it.

11 substances which have already been listed as a substance to be investigated do not have a flag to EU05 SVHC, however, a flag is attached to other applicable specification standards. When MSDSplus new Ver.3.1 or JAMP AIS new Ver.3.1 which are reflecting JAMP Declarable Substances List Ver.2.030 , these listed 11 substances are now required for survey.

In cast that 2 substances which have not yet been added to JAMP Declarable Substances List become finalized as SVHC, they will be included in the list at extraordinary revision which is scheduled to take place in this coming winter.

For details of published candidate substances, please check in “SVHC_2010 Aug Public Comment Substances and Usage.pdf”. JAMP also prepared “SVHC_MSDSplus_20100830.pdf” which is the searching result of CAS No. of the 4th candidate substances with MSDSplus Input Supporting Tool. Although 2 substances which are noted “not listed in ver.2.030” under Remarks have not been incorporated , please look at the usage information in the table “SVHC_2010 Aug Public Comment Substances and Usage pdf” and decide whether it is necessary to survey them or not.

2010/09/10 English Version of “JAMP Declarable Substance Reference List (Ver.2.03)”, “Instruction Manual” and “Notification” are available in Download File

Upon revising the Reference List, JAMP has also revised the English version of Reference List, Notification and Instruction Manual. JAMP is in the process of preparing the Chinese version to publish approximately within a month. The Explanations remain the same as it has not been revised.

2010/07/21 Notice of Revision on JAMP Declarable Substances and Tools

Upon the announcement made by ECHA (the European Chemicals Agency) on 18th June 2010 to confirm the third SVHC (Candidate List), JAMP revised JAMP Declarable Substances List (Version 2.030 after revision) accordingly as noticed earlier in JAMP website. For details on revision, refer to the Instruction Manual for the Declarable Substance Ver. 2.030 and the Reference List.

Adopting JIG-101 Ed2.0 and Ed3.0 has been postponed further at this time’s revision. The discussion on this matter will continue in the AIS committee during FY2010. While JAMP sets first priority to information provision on newly added SVHC, revised Japanese Chemical Substance Control Law, REACH Annex XVII, etc, JAMP improves existing Input Supporting Tools to correspond to the latest update and offers them. (Contents of the revised version due to changes in the list shall be informed in our website by the end of July. JAMP plans to improve various JAMP tools and provide them around the middle of August)

【Revised Contents】

  • 1. Changes in accordance with revision of the following laws, etc. which are the specification standards for the JAMP declarable substances
    • o JP01 Reflecting the Government Ordinance enforced on 1st April 2010 with regards to Class 1 Specified Chemical Substances, (adding PFOS substances and Hexabromo compound which are promoted by NITE) 35 chemicals which were added into Chemical Substances Control Law have been added.
    • o EU04 Reflecting REACH Annex XVII 31/05/2010 the latest version (EC 276/2010), 115 chemical substances have been added.
    • o EU05 REACH SVHC Reflecting acrylamide listed in the 2nd SVHC (candidate list) and those confirmed in the 3rd SVHC(issued on 30th March and 18th June 2010), 12 chemical substances which were already listed under JAMP Search List have been added with a flag to EU05(SVHC).
    • o IA01 Reflecting GADSL 2010 version, 194 chemical substances were added.

    There is no change this time on EU03 CLP Regulation and OT01 ESIS PBT. No change was made on OT02 JIG101. It was postponed this time as JAMP requires a considerable adjusting time upon revision of the tools corresponding to JIG 3rd edition and a notification period.
  • 2. Same as the last time, introducing “Chemical Substance Group” to JAMP declarable substances and establishing the operation rules
  • 3. JAMP Substance number was given to JAMP declarable substance which had no CAS number and this time 15 chemical substances were added newly.

  • 5. Correcting defects of using MSDSplus/AIS Input Supporting Tools

Apart from the above changes (1~5), tools will be partially updated. Change shall be notified later.

For the organizations which are  charged for using the Search List, JAMP will distribute the revised Search List (Ver.2.030) as soon as the Search List is verified.

2010/06/18 Prior Notice of Periodic Revision of JAMP Declarable Substance

JAMP will conduct periodic revision on JAMP declarable substance list (herein after referred to as “search list") which is built into MSDSplus/AIS input supporting tool as soon as the candidate substances of the 3rd SVHC (Candidate List) are determined with completion of its public comment.

Additionally, the revision is going to reflect the fact that acrylamide which had been pending in the 2nd SVHC was officially added into the 3rd SVHC candidate list on 30th March. 2010. Concurrently, JAMP will also reflect the amendment or the latest version of the laws and ordinances that are the specification standards for JAMP declarable substances, revise the chemical substances in the current search list and improve the operational defect of MSDSplus/AIS input supporting tool.

The 3rd SVHC is expected to be determined at around the end of June 2010. After that, the search list is going to be revised at a later date in June. Successively, the revision of MSDSPlus and AIS input supporting tool is scheduled to be carried out within a month after revising the search list.
(The above revision is going to be delayed if there is any delay in determining the 3rd SVHC)

To correspond to the amendment to the following laws and ordinances which are the specific standards for JAMP declarable substances

  • ・JP0l Japanese Chemical Substances Control Law: to reflect the latest list as of 1st April 2010
    (to add PFOS substances expanded by NITE and Hexabromo compound)
  • ・EU04 REACH Annex XVII : to reflect the latest version as of 31st May 2010
  • ・EU05 REACH SVHC : to reflect acrylamide in the 2nd SVHC as well as ones determined in the 3rd SVHC

2010/05/07 Notice of JAMP declarable substances list revision in response to publication of REACH 3rd SVHC Candidate list and addition of acrylamide SVHC Candidate substances

ECHA announced on 8th March 2010 that he will invite the public to offer their opinion about REACH 3rd SVHC Candidate list which includes 8 substances by 22nd April.
Additionally Acrylamide, which position had not been determined on 13th January when 2nd SVHCs were finalized, was added to Candidate List officially on 30th March.

Since both MSDSplus ver3.1 input supporting tool and AIS ver3.1 input supporting tool include JAMP Declarable Substances search list ver.2.020 which reflects the above change, please use them as you wish.

JAMP Declarable Substances search list ver.2.020, which was revised on 29th January 2010, already included the above 8 substances and Acrylamide as well because they are applicable to CLP regulation.

Please note that “a flag” is not given to EU05 SVHC but given to other applicable standards. If you wish to investigate the above 8 substances and Acrylamide, please use MSDSplus ver3.1 input supporting tool and AIS ver3.1 input supporting tool.

2010/01/29 Notice of JAMP declarable substances list and tools change

  The latest version of JIG-101, Edition2.0, is not reflected on Ver. 2.020. Currently some companies on supply chain use the latest version but others still use the old version, JIG101A

  Since it takes a considerable time to change both the MSDSplus input supporting tool and AIS input supporting tool to reflect the JIG both version on them, JAMP does not adopt JIG-101, Edition2.0. JAMP has focused on updating SVHC addition and information about the revised Japan Chemical Control Act. JAMP will revise both the MSDSplus input supporting tool and AIS input supporting tool which adopt JAMP declarable substances list Ver. 2.020 around 1 month later.

2009/11/26 Delay in revising the JAMP declarable substances list
Due to delay in releasing the 2'nd SVHC by ECHA, JAMP will revise the JAMP declarable substances list in the beginning of 2010.

2009/11/13 Prior notice of JAMP declarable substances list revision (23th October 2009)
JAMP will revise the declarable substances search list, Hereafter “search list”, which is included in both JAMP ”MSDSplus input supporting tool” and ”AIS input supporting tool” as soon as the 2nd SVHC (Candidate list) which ECHA has been collecting public comment are fixed. Additionally the following regulations and industries organization standards content revision, correction of the existing wrong chemical name and correction of the existing inconvenience correction when using MSDSplus/AIS input supporting tool will be reflected at the same time. JAMP expect the 2nd SVHC (Candidate list) will be fixed around November 2009. Accordingly JAMP are scheduled to revise “search list” in the beginning or mid of November. Successively JAMP are scheduled to revise MSDSplus/AIS input supporting tool within 1 month after “search list” revision. (Please note that the above JAMP schedule may be changed if the 2nd SVHC (Candidate list) fixing schedule is delayed) At the same time JAMP will sell JAMP member companies “search list” so that they can incorporate it in their own system.
