Purpose

- The goal of the Joint Article Management Promotion-consortium (hereinafter, referred as “JAMP”) is to contribute to the securing of international competitiveness for industry by promoting appropriate management of chemicals contained in products within the supply chain and smooth information communication with regard to the chemicals contained in products.
Definition of the Terms

- The term “article” used in the Conventions refers to an object to which a particular shape, appearance or design that determines the function of the end-use to a degree larger than what is performed by the chemical composition was given during manufacture.
Description of Business

- JAMP engages in the following activities for the purpose stated in Section 2.
- (1) Development, verification and dissemination of management guidelines for information on chemicals contained in articles.
- (2) Standardization, verification and promotion to achieve a communication of information of articles, chemical substances and preparation.
- (3) Promotion of communication information infrastructure to achieve activities mentioned above.
- (4) Other public relations and small and medium-sized enterprise support toward dissemination of the above
- (5) Mutual collaboration and adjustment among relevant industrial associations, groups, companies, etc. in Japan and abroad
- (6) Activities other than those mentioned above required to achieve its goals.
Members

- 1. JAMP comprises the following corporate members and group members.
- (1) A corporate member is defined as a company who has interest in chemicals contained in products, and participates in activities and collaborates on its own will.
- (2) A group member is defined as a group of people or a person who has interest in chemicals contained in products and participates in activities and collaborates on his or her own will.
- 2. A member holds one voting right at the general meeting
- 3. A member shall comply with provisions separately stipulated by the Steering Committee (such as activities for the society using unreleased information regardless of profit or non-profit, etc.) while engaging in various activities specified in Section 4.
- 4. A member shall pay membership fees specified in the Membership Fee Rules.

Admission and Cancellation

- 1. Those who wish to become JAMP members shall submit admission forms specified in the Membership Fee Rules to the Chairman gain approval from the Steering Committee.
- 2. The Steering Committee may expel a member if any action infringing upon Subsection 5.3 is recognized.
- 3. When canceling JAMP membership, the member shall submit a withdrawal notice to the Chairman.
- 4. A member shall be regarded as having withdrawn when any of the following items applies
- (1) When the corporation or entity is dissolved or declares bankruptcy
- (2) When membership fee is not paid, and remains unpaid 6 months after reminder notice
Membership Fees

- Membership fees are stipulated separately in the Membership Fee Rules.
Chairman, Vice Chairman and Auditor

- 1. JAMP assigns the following directors
- (1)Chairman – one person
- (2)Vice chairman – a certain number of people
- (3)Auditors – a certain number of people
- 2. The chairman shall preside over the general meeting, overseeing and operating said meeting.
- 3. The vice chairman shall assist the chairman and act on his behalf in his absence.
- 4. The auditor examines and verifies JAMP’s settlement of balance
- 5. The chairman, vice chairman and auditor are selected at the general meeting.
- 6. The term of chairman, vice chairman and auditor is two years. However, reappointment is possible.
- 7. When a chairman, vice chairman or auditor is replaced in the middle of the term, the successor shall assume the remainder of the predecessor’s unfinished term.
- 8. Above procedure is performed as follows
- (1) A chairman shall be appointed at the general meeting.
- (2) Vice chairmen and auditors shall be appointed by a chairman.

General Meeting

- 1. The general meeting shall comprise members.
- 2. The general meeting shall be held to elect a chairman, vice chairmen and auditors, approve budgets and settlements of accounts, and deliberate upon and decide other important matters.
- 3. The general meeting shall be held at least once a year
- 4. The general meeting shall be attended by no less than half of the members and decisions shall be made by consent of a majority of the members present
- 5. A member who will be absent from the general meeting may delegate his voting right to the chairman. The member shall be regarded as being present when submitting a power of attorney.
Steering Committee

- 1. JAMP shall have a Steering Committee, comprising the following:
- (1) Chairman – one person
- (2) Vice Chairmen – a certain number of persons
- (3) Members – no more than 20 persons
- 2. The chairman, vice chairmen of the Steering Committee shall be elected from among members by the chairman of JAMP and members of the Steering Committee shall be elected from among members by the chairman of the Steering Committee.
- 3. The Steering Committee shall carries out a policy decided at a general meeting and assumes to draw up policy plan. Therefore Steering Committee performs follows;
● Set up a Technical Committee and a Plan Executive Committee if necessary, and supervise the committees.
● Maintenance of many rules to affect administration and the handling of matter which is needed. - 4. The Steering Committee shall assemble when the Steering Committee Chairman deems it necessary.
- 5. The stipulations in Sections 6 and 7 of Article 8 apply correspondingly to the terms of the Steering Committee Chairman, Vice Chairmen and members.
- 6. The stipulation in Section 4 of Article 9 applies correspondingly to the quorum and decision-making of the Steering Committee.
- 7. The Steering Committee Chairman may establish Working Groups within the Steering Committee as deemed necessary.
- 8. Members of the Working Group shall be elected from among members by the Steering Committee Chairman.

Technical Committee

- 1. The Steering Committee may decide to establish Technical Committees in JAMP in order to make / maintain the technical documents and the standard documents.
- 2. The Technical Committee shall have one chairman and may have vice chairmen if deemed necessary.
- 3. The Technical Committee Chairman shall be elected from among members by the Steering Committee Chairman.
- 4. The vice chairmen and members of the Technical Committee shall be elected from among members by the Technical Committee Chairman as necessary.
- 5. The Technical Committee shall assemble when the Technical Committee Chairman deems it necessary.
- 6. The stipulation in Subsection 8.6 applies correspondingly to the terms of the Technical Committee Chairman, Vice Chairmen and members.
- 7. The stipulation in Subsection 9.4 applies correspondingly to the quorum and decision-making of the Technical Committee.
- 8. The Technical Committee Chairman may establish Working Groups within the Technical Committee as deemed necessary.
- 9. The standard document which a Technical Committee makes is decided by a vote by the member after decision in a technical committee. The rule about the vote is decided in Steering Committee.
Plan Executive Committee

- 1. The Steering Committee may decide to establish Plan Executive Committees in JAMP in order to devise plan and policy plan about the operation of JAMP (a business plan, the dissemination, foreign activity), and to let them perform practice after the approval.
- 2. The Plan Executive Committee shall have one chairman and may have vice chairmen if deemed necessary.
- 3. The Plan Executive Committee Chairman shall be elected from among members by the Steering Committee Chairman.
- 4. The vice chairmen and members of the Plan Executive Committee shall be elected from among members by the Plan Executive Committee Chairman as necessary.
- 5. The Plan Executive Committee shall assemble when the Plan Executive Committee Chairman deems it necessary.
- 6. The stipulation in Subsection 8.6 applies correspondingly to the terms of the Plan Executive Committee Chairman, Vice Chairmen and members.
- 7. The stipulation in Subsection 9.4 applies correspondingly to the quorum and decision-making of the Plan Executive Committee.
- 8. The Plan Executive Committee Chairman may establish Working Groups within the Plan Executive Committee as deemed necessary.
- 9. Plans and the policy plans that Plan Executive Committee makes is decided in steering committee or as a deliberation matter at the general meeting by the approval of the Steering Committee.
Official Language

- The official language of JAMP shall be Japanese.
Fiscal Year

- JAMP’s business and accounting period starts on April 1 every year and ends on March 31 of the following year.
Revision and Elimination of Rules

- Revision and elimination of the Conventions shall be decided at the general meeting.
Disbandment

- Disbandment of JAMP shall be decided at the general meeting
Head Office

- The head office of JAMP shall be located within the Japan Environmental Management Association for Industry.

The Conventions shall come into force on September 11, 2006.

Usage Limit on Unreleased Information

- 1. “Activity for society” refers to the following:
- ・ Transfer and sale of unreleased information to non-members
- ・ Transfer and sale of “things,” “structures,” etc. made using unreleased information
- ・ News releases, presentations at international conferences, presentations at academic conferences, listings on printed material (magazines, books, pamphlets, etc.), posting on websites, and distribution through e-mail
- ・ Other activities specified by the Steering Committee.
- 2. Even if applicable to any of the above activities, the rules may not apply provided that a Notification of Sharing Unreleased Information (Format 1) is submitted in advance to the Office of JAMP and the Steering Committee gives permission.
Notification of Sharing Unreleased Informationform1

When it is essential to share unreleased information with a non-member in the course of verification activity, and the Expert Committee that promotes the applicable verification activity recognizes the necessity, unreleased information as listed in 1 through 6 below may be transferred to a non-member. However, the JAMP member who is transferring the unreleased information shall make efforts to ensure that such information is not used for purposes other than determining and verifying the organization to which the information is transferred, as well as reporting verification results to the applicable Expert Committee.

Review Board for Applicants for the JAMP Membership

- 1. The Review Board is positioned under the JAMP Steering Committee.
- 2. The review board adjudicates the applicant for the JAMP membership.
- 3. The Chair of the Steering Committee manages the Review Board.
- 4. The Chair of the Steering Committee can appoint his/her deputy from members of the Steering Committee for the Review Board.
- 5. The Review Board is held based upon call-up from the Chair of the Steering Committee.
- 6. Attendance of majority members of the steering committee is required to hold the Steering Committee.
- 7. The Review Board may require JAMP staffs preliminary review of the applicant.
Criteria for becoming a JAMP Membership

- 1. A JAMP member is required to participate in, collaborate with, support, and/or contribute to following 4 subjects.
- (1) Activities for committee(s) in JAMP
- (2) Promulgation for dissemination of JAMP framework, and activities to support small and medium-sized firms
- (3) Liaison and relation to related industries, parties or firms
- (4) Miscellaneous activities to perform JAMP objectives
- 2. Ensuring rules to handle unlisted information specified on paragraph 4 of JAMP regulation
- 3. Above criteria are applicable to both the review board and the preliminary review of JAMP staffs.
- 1. A JAMP member is required to participate in, collaborate with, support, and/or contribute to following 4 subjects.
Review of an Applicant for a JAMP Membership

- 1. Procedure to review an applicant for membership of JAMP is based upon above Subsection 3.1, 3.2 and 3.3
- 2. Approval for the applicant is adjudicated on a two-thirds majority
- 3. The JAMP staff notifies the decision to the applicant with the name of the JAMP Steering committee chair.
Preliminary Review

- 1. The JAMP staff conducts a preliminary review examining the document submitted by the applicant based upon the request from the Review Board for Applicants for JAMP Membership.
- 2. The JAMP staff may request the applicant to submit additionally documented information according to necessity.
- 3. The Preliminary Review is conducted in accordance with above Subsection 3.1, 3.2 and 3.3.
- 4. When there is any concern for the JAMP staff at the preliminary review, the JAMP staff can ask the Chair of the JAMP Steering Committee to hold the Review Board for Applicants for the JAMP Membership.
- 5. The result of the preliminary review has to be reported to members of the JAMP Steering Committee promptly by the JAMP staff.
- 6. When there is no objection from all the Steering Committee members, it is dealt with the decision by the Review Board for Applicants for the JAMP Membership. When there is any concern, the staff has to conduct appropriate actions or call to hold the Review Board.
- 7. The JAMP staff notifies the decision to the applicant with the name of the Chair of the JAMP Steering Committee.
